Description of suggestion
Suggestion: increase the mobcap
In a normal minecraft world, there can only be a limited amount of mobs at the same time in all loaded chunks (max 70 hostile mobs/world, renamed mobs don't count).
For a singleplayer world, this is more than enough, but when there are over 50 players online, it's hard to find any naturally spawned mobs. we can still get most mobs to spawn using spawners, but not everyone has acces to those spawners and mobs like wither skeletons are almost impossible to find at the moment.
I think that the mobcap should be increased in proportion to the amount of loaded chunks so that the amount of mobs/area is a constant, regardless of how many people are loading chunks.

Possible side effects of suggestion
People won't be able to run through caves without the fear of dying to mobs... because right now there are almost none.
Mob farms based on natural spawns would be viable so players without acces to every kind of spawner will still be able to get mobdrops.
