Title New ranked commands

Description of suggestion
I would like a /weather and /time command for changing serverwide weather and time, temporarily with a cooldown for each. Separate from /ptime and /pweather. I thought of having it be locked behind Shadowfox or above, with a cooldown of one day, or one week.

Possible side effects of suggestion
Player trolling, or quickly switching from one weather/time to another. Could interact negatively with certain origins.

I do like trolling people with weather and time commands but only if it is for mysticfox and above

There could possibly be a voting system instead, where a certain % of the online player need to agree with changing the weather/time

This will prevent people from trolling too much
