Add permanent top kills with the head plugin

I remember these from years ago on kitpvp before the 2016 revamp, I was always at the top with 50k and more. I looked at these as a shrine and wanted to grind to become No.1 as it shows normal players that they could have their head projected to others with their achievement undernearth.
It's not a lot but it's one of the things that made me less interested in playing as I was working for literally nothing since nobody could see my progression. It's a fun competition which was my sole reason for playing back in the day cuz Pigmanarmy kept overtaking me lOL
Possible side effects of suggestion
Perhaps give people something to play for.
