Description of suggestion
Add a command called /enchants.
Typing this command will give you a menu of tools, where you can choose 1 tool or armor piece, and see which enchants could be on that specific tool/armor piece, if it has a positive or negative effect, what's the max version of the enchant and the menu explaining what the enchant does.
Possible side effects of suggestion
This would make enchanting stuff way easier.
