Description of suggestion
Players should be able to request a moderator to oust an owned plot under specific circumstances, say the player wishes for a plot next to them to be cleared, so their friend could claim it. If the plot is nearly empty, (less than 70 blocks) and has been unused for more than 3 years, the player may request a moderator to clear the plot and make it vacant. This would be incredibly helpful to many players.
Possible side effects of suggestion
Clears out empty plots that nobody has touched for years, doesn't affect original owners of plot, since they most likely don't care if the plot they claimed 3 years ago that they have never built on gets unclaimed.
