Mob Spawn Rate

I've noticed that there is a very low mob spawn rate on the server. I don't know if its because we sleep through most mights or not. Or its been adjusted somehow. Does anyone know?
Related, but next question is how does this effect natural mob spawners if i were to build one? Specifically slime spawner on a slime chunk. I don't want to dig a huge whole and find out

I think mob spawning is slow because a lot of people are online and loading mobs all over the world, filling up the mobcap...

There is no global mob cap. We use per player mob caps.

Per player mob caps as in with 128 blocks of said player? So if i was in a less populated area mobs should spawn more frequently?
