Description of suggestion
So if you make a jail you'll get a 16x16 jail plot. (1 chunk). I once tried to make it smaller but then I claimed all plots around it by accident. So my idea is cells. Just like some 4x4 cells in 1 jail chunk.

Possible side effects of suggestion
More jails to put people in. (Yes I know you can put more then 1 person in 1 jail chunk.)

Denied. Just put multiple people in 1 big cell.
