why wither skulls are not dropping

Hey. I purshased an spawner pack and i placed the skeleton spawners in the nether then there is an chance that wither skeletons spawn but thats not the point my friend and i where killing the wither skeleton skulls for like 1 hour not even one skull plz cloak respond
