Just in case you think it's hard for Cloakfox to fix this:

essentials.balancetop => Gives a player access to /baltop
essentials.balance.others => Gives a player access to /bal [player]

^^ Those need to be added to the default rank, since every rank (hopefully, in normal conditions) inherits the default rank.
