Make water protect blocks again

Possible side effects of suggestion
It's a small enough server that people aren't going to have the power, time, ability, or will to build bases that can be defended from cannons when water and lava doesn't protect their base.
Also it's how factions is suppose to be, it would just be better if water did what it is suppose to do. It might work in future seasons when more people player, but as for now it should go back to how it was previously.

Also any staffy staffy with perms that sees this: https://www.mcfoxcraft.com/threads/bug-report-factions.16096/ pretty important bug to fix, probably easy to fix as well.
