Closed hopper limit

the hopper limit is mostly hated because of the limit.
i think it would be a nice idea to make the hopper limit based on the island level.

so now the max limit of the hoppers are 30.
what if you have for each amount of levels it will increase the max limit of the hoppers to a higher amount.

like 1 hopper every 2 island levels or maybe 3 island levels, it would encourage people to make their islands better and higher in levels to make more efficient farms.....

Hopper limit is fixed, on next restart. I apologize for this vault. After updating the config reset, and I forgot to change up a few values.
