How can i make my kingdom unneutral

You cannot change your kingdom from neutral to non-neutral. If you really don't want to be neutral anymore, then you have to do /k disband. and create a new kingdom where you choose "not neutral". But this has its consequences, such as you losing all your /k upgrades, claims, mana, members and more.
