It's just being used by some players to create a safe place they can't be killed, but they're turning it on and off at will and using it to lure players in and kill them essentially, since as long as you don't raid anyone you can flip back and forth between neutral and non-neutral whenever you want.

The kingdom members are able to switch to Neutral whenever they want so if they have people on their land that aren't in their kingdoms they'll switch the neutral status OFF so they're able to kill the non-members. Then when the non-members return to retaliate the land is switched back to...
