when there isn't any staff online cheaters will have the chance to hack freely without any consequences. I guess player could report cheaters but no everyone has recording software or knows how to use one. And the amount of report would probably skyrocket so it will affect the staffs...

Replacing kingdoms with a new factions server seems like the best solution to me.
